Point Upgrades: 0-9000 Contact Points                +5 per 300
                            9100 = 25,000 Contact Points    +1 per 100
Robert E. Lee Upgrade: 25,500 Contact Points    +10
Point Upgrades: 25,700 - 55,500 Contact Points +1 per 200
                           55,800 - 76,200 Contact Points   +1 per 300

Gypsy Upgrade: 76,500 Contact Points +20
Point Upgrades : 76,900 Up Contact Points +1 per 400

Contacts: 0-100 +10 per 25
At 100 Contacts you become an IQ for the Basic Certificate
100 Contacts Up +10 per 50

WAS Requirements:
                 Work a Steamboat member is each State fixed or
                  mobile. Date of contact required. 5 wild cards
                  allowed. (Members with WC in their Steamboat
                  number or Club stations)

There will be a 5 point annual upgrade for 10/10 paid membership.
There will be a 10 point upgrade for non local check ins
on the Steamboat net.
There will be a monthly special issued called Bursar each Bursar contact
is worth a 10 point upgrade when submitted to the Certificate Manager.
